The second verse speaks about the desire of God with regard to the reward and punishment and the fate of humans. This points to the fact that nothing can stand in the way of the will of God with regard to the reward and punish of mankind. It is decreed, “(Tell those who have abstained from going to jihad) Who is there to save you from God if he decides to harm you? Who is there to stop the reward when He decides to give it? God is aware of all that is done.”
It will be imperative that in fulfilling the duties of God man should not be afraid of loss nor be afraid of having no profit because all the fate is in God’s hands. So in this sense the effects of the desire and belief can be discerned in the willingness to do things.
