We find another attribute in the third verse which speaks of “Khabeer” with “Hakeem” It is said, “(This is) a book with fundamental verses (of established meanings), further explained in detail, from One who is Wise and well acquainted with all things).”
Zamakhshri says the two attributes of God “The wise and the all knowing” point to two of His deeds as mentioned in the verse. The Qura’n being unquestionably established because of His being that is wise. The second is the clarity of the verses and this is because the One who has sent them down is the One who is aware of all things and conditions” (1)
