OCCASION OF REVELATION
According to the traditions, the sura is revealed about a group of idolater authorities, like Valid Ebne Moghayreh, Ass Ebne Vael, Hares Ebne Gheys, ..., who said: O Mohammad! Should you follow our religion, we too will follow your religion, and will share with you all of our privileges. You worship our lord for one year! The next year, we will worship your lord.
Prophet (SA) said: I take refuge in God if I associate something with Him.
They said: At least, touch some of our lords and seek bless from them. Then, we will approve you and will worship your lord! 
Prophet (SA) said: I am waiting for the command from my Lord.
Then, the sura was revealed. Prophet (SA) went to the Sacred Mosque while a number of Qureysh authorities were gathering there. He stood above them and rehearsed the whole sura for them. When they heard the sura, they despaired completely and continued teasing the Prophet (SA) and his companions.

I NEVER RECONCILE WITH THE IDOLATERS!
VERSES NO. 1-6
These verses address Prophet (SA) and explicitly indicate that there will be no reconciliation with the idolaters as they too would never submit to pure monotheism as a result of your blindly imitation.
Repetition of negating worship of idols by the Prophet (SA) and negating worship of God by the idolaters is aimed at emphasis and despairing the idolaters, and distinguishing their course from Islam, as well as proving impossibility of reconciliation between monotheism and polytheism. This concept has been mentioned in a narration from Imam Sadiq (AS).
