Quran,Translation and Commentary in Brief (Vol. 06)
verses 9-10verses 11-12

OCCASION OF REVELATION
VERSE NO.9-10
There was a conflict between two famous Moslim tribes, named Aws and Khazraj, and they attacked one another with stick and club. Then, the above verse revealed in order to show and teach Moslims how to behave in such cases.
BELIEVERS ARE BROTHERS
As a general law and forever, QurÌn says:-
``If two parties of believers fight, make peace among them.''
Fight in this verse may mean ordinary conflicts, clashes, or falling at variances, which begins with wrangling and may end in quarrel and fight. Whatever it might be; a truthful Moslim has his duty to brothers. The second duty imposed upon Moslim with regards to conflicts is:-
``Then if one of them trespassed against the other; fight the transgressor until he submits to Allah's command.''
It is made clear here that, Islam wants to remove oppression and cruelty from the society, even if it costs at the price of fighting.
The third instruction here is that, if the transgressor comes to term with the will and order of Allah, then make peace between them with justice, because Allah loves the just and justice.
All the above commandments are based on the fact that Moslims are brothers and sisters and parts of one body.
In other word, all the believers of the world should know each other as brethren, and in their sight, collective community and general Islamic brotherhood, should be more important than their national attachments.
But we aught to know that a believer is a Moslim, but it does not mean that a Moslim too, is a believer. A Moslim is not a believer until faith has penetrated into the depth of his heart. Here in the above verse of brotherhood, the BELIEVERS have been addressed, and not Moslims.
When a national or individual quarrel afflict two groups, or two individuals of believers, the others will have to try to extinguish the fire of enmity as soon as possible, and make peace among them-peace is better. But if one group or an individual of believers trespasses against the other, the transgressor should be pressed, so as to come to term with the will and order of Allah. If one party wants to aggress, the whole force of the community should stand against it-of course with perfect fairness, and complete justice.
Islamic brotherhood throughout the world is the greatest social ideal of Islam which has not yet been achieved.
