In the tenth verse the issue of helpless though not evident has been couched in a different language. It is said, “Say, “All the bounties are in the hands of God; He grants them to whom He pleases, God cares for all and He knows all things.”

Though many commentators have opined that the word “Wase’” refers to the vastness of His bounties, His authority or His beneficence but this interpretation is not acceptable such a commentary needs to predestine some word when this will be against the rules and cannot be accepted without valid reasoning.

Literally the verse speaks of the God’s unlimited existence and His limitless existence includes all these meanings for it will refer to His unlimited power and unending grace and bounty. Fakhr Razi says in his commentary, “The vastness of God’s existence is the glory of His authority, and His being all knowing is the proof of His knowledge. And He bestows his grace and bounty on whom He wants and who He thinks is deserving because he is fully aware of the needs and capacity of His subjects and also has control over the bestowing of His grace.
