When you look at a dark starry night you will find it awfully beautiful!
According to several other verses in Qurän, there must be seven skies, or what they usually call them 7 heavens, that are one above another. Literally sky refers to above or overhead up to wherever it can be seen or imagined.
According to the above verse (NO.6), all the stars, planets comets, and celestial bodies of whatever kind, are all stationed and settled in the lower of the seven skies. The first one which is nearest to us, or what do we know? Perhaps we live in the midst of it!! It is the first or the lower sky that contains all the stars and celestial bodies of whatever kind. As to what the other skies have in them? Or what they really are? We have no knowledge to give a correct answer. And why should we bother ourselves about that, while we know very little about our own solar system, and even our home, which is the Globe!?
Then the reference is to the prevention of the rebellious Satan, and protection of the secrets of the assembly in the higher skies:-
``They cannot listen to the higher council of angels because they are shot from every side, and are thus driven back.''
In the great universe, everything is protected by God's care, and will have to conform with the Lord's General Plan, and universal Law. Therefore, Devil has no room to make an assault upon the rules and secrets by which everything is governed and controlled for certain aims and objects. In other word evil is not a part of the heavenly system. It rather is a lawless and fugitive from universal law, and is excluded from the benefits of God's universal law and protection. Evil has always to deal with topics of temporary interests. It is therefore cast away on every side, and is driven by perpetual penalty:-
``They are driven back and for them is a permanent torment.''
Devil who is from the race of Jinn, cannot easily place himself among the council of angels. They even cannot eavesdrop a word of what they discuss in their assembly.
Even if they proceed to stand under eaves, to listen secretly, they are driven by shots of flaming fire, which in our physical world may be compared somehow to the shooting stars or meteors, that are dangerous to astronauts.
